Opportunity Zone Investment Guidance IRS Federal
Tax incentives for investments in designated Opportunity Zones within the Indianapolis MSA. Hamilton County has no OZ tracts, but 47 exist in the MSA (primarily Marion County) for expansion projects. P.L. 119-21 (July 2025) made the program permanent: current zone designations run through December 31, 2026 and new designations begin January 1, 2027.

Who qualifies: Applicable Large Employers (ALEs): 50+ full-time equivalent employees in prior year. Penalty: $2,880/employee (2026) for not offering coverage.
